Ishy is a Faculty member of AcademyGlobal and a procurement capability practitioner with 15 years’ experience across operations, policy and whole-of-government reform in the Australian public sector. She is the Founder of Lacuna Consultancy, an advisory practice working with government agencies and large organisations on procurement capability, including diagnostics, framework and tool design, training, and operational support for teams undertaking reform.

Her experience spans multiple Australian jurisdictions and both central and line agencies, with extensive delivery in goods, services and works procurement. As Strategy Lead – Procurement Capability and Professionalisation at the Western Australian (WA) Department of Treasury and Finance, she designed and led the WA Procurement Professionalisation Strategy 2025–2030 – the state’s five-year reform roadmap covering 30+ agencies and 1,800 practitioners.

She built the practical instruments behind it, including the Procurement Competency Matrix, the Agency Implementation Plan, and the Pathways to Procurement early-career program. She also delivered the state’s first Procurement Workforce Census and designed and ran the WA Procurement Onboarding training program for professionals new to the public sector.

Earlier, at the Department of Communities WA, Ishy held line management and project leadership roles in operational procurement. Ishy previously represented Western Australia on the Australasian Procurement and Construction Council (APCC) Procurement Capability Forum and various working groups. Her teaching draws on operational and reform experience rather than theoretical models, and she is particularly interested in working with practitioners early in their careers and agency teams navigating capability uplift, audit response, or post-restructure consolidation.
