Description

Designed to reflect best practice in public sector procurement across Commonwealth, state and local governments, this Australasian Procurement & Construction Council Inc (APCC) Certified program provides the confidence and skills to accelerate your career as a public sector procurement professional.

Delivered as a hands-on virtual masterclass, this program is aimed at strengthening your confidence, judgement and decision-making in real-world probity and integrity situations.

Drawing directly on guidance and corruption-prevention insights from the NSW Independent Commission Against Corruption (ICAC), you will move beyond policy into practical rehearsal of the behaviours, pressures and decision points in response to challenges that most often place public officials at risk.

You will engage with scenarios across procurement (governance, planning, sourcing and contract management), legislation and regulation, recruitment, construction, grants and program delivery, where pressure, relationships, incentives, ambiguity and uncertainty, test your judgement every day, and where small decisions can carry significant integrity consequences.

What you will cover

  • Ethical Principles (compliance, competition, impartiality (non-discrimination), confidentiality, accountability and transparency, public interest, using resources efficiently and effectively (appropriate scale), due diligence, risk management, evidence-based decision making, whole of life, environmental sustainability, social procurement outcomes and value for money outcomes
  • Probity Practice (applying the ethical principles and having evidence to demonstrate compliance)
  • Misconduct, fraud and corruption (deliberate breaches)

What you will gain

By the end of this masterclass, you will be able to:

  • Apply core public sector probity principles: integrity, impartiality, accountability, transparency, public interest and value for money directly to your role
  • Recognise the early warning signs of misconduct, fraud and corruption before issues escalate
  • Confidently manage:
    • Gifts, benefits, hospitality and job offers using the GIFT Test
    • Actual, perceived and potential conflicts of interest
    • Confidential information and sensitive data
  • Make defensible decisions in grey areas and document them appropriately
  • Understand when and how to speak up through Public Interest Disclosures
  • Strengthen your own ethical resilience under pressure

Format and duration

This three-hour masterclass is delivered face-to-face or live online, and is designed to be highly interactive and scenario-driven.

You will engage in facilitated discussions, practical exercises and real-world simulations. For those wishing to be formally recognised, an optional assessment task is available. Successful completion awards you a digital badge and a Certificate of Completion.
